January 21st, 2022, Washington, DC – Today, Equideum Health (formerly ConsenSys Health), a ConsenSys partner and Mesh portfolio company creating Web3 person-centered healthcare and research networks, announced that it has appointed Colonel Joseph Wood, MD, PhD, USA (Ret.) as Executive Director of the VICI (Veterans Incentivized Coordination and Integration) initiative, a collaboration with Dixon Center for Military and Veterans Services backed by Global Blockchain Ventures, which focuses on improving veterans’ health. Dr. Wood will also serve as the company’s Vice President, Decentralized Trials and Virtual Health. In these new positions, Dr. Wood will draw upon his extensive medical, clinical research, and regulatory experience in the United States military and in civilian practice in addition to his long-standing interest in applying transformative technologies, such as telemedicine and blockchain, to address healthcare challenges.

Dr. Wood spent 30 years as an officer in the US Army in both active duty and national guard roles. Additionally, he worked as a Department of the Army Civilian at Dwight D. Eisenhower Army Medical Center, Ft. Gordon, GA. He most recently served as Chief Medical Officer, Virtual Health for the Army’s Regional Medical Command-Atlantic Region (RHC-A). In that role he was responsible for the oversight and development of Virtual Health clinical services throughout RHC-A. 

His previous positions included appointments as the Chief of Telehealth Services at Dwight D. Eisenhower Army Medical Center where he established the center’s first multi-specialty telemedicine services department and as the Chief Medical Information Officer and the Chief of Clinical Investigation Department with oversight of research facilities and regulatory oversight for research performed at Army facilities in the Southeastern United States. In this latter role, he was also the Principal Investigator and Program Manager for the development and management of the Defense Medical Research Network and the first electronic Institutional Review Board IT system deployed across the Department of Defense (DoD) military health system. 

During Operation Iraqi Freedom in 2004/2005, Dr. Wood was the Chief of Clinical Operations for the Multinational Corps in Baghdad where he was responsible for reviewing, recommending, and establishing clinical policies, guidance, plans and standards in support of 135,000 coalition soldiers in Iraq. Also in this role, he established new clinical databases and provided analysis for better forecasting of medical support needs and trends in battle injuries across the theater of operations.

Also holding a PhD in endocrinology research, Dr. Wood, who retired from the military in 2015, is board certified in Internal Medicine and Endocrinology, Diabetes and Metabolism. He is a Fellow of the American College of Physicians and the American Association of Clinical Endocrinologists. Using a variety of modalities, his clinical practices have implemented both traditional clinic settings and virtual health to reach even the most remote patients. Dr. Wood has received multiple DoD research grants in the areas of digital health, digital therapeutics, telehealth, and military operational medicine. He has published more than 60 articles and abstracts. 

At Equideum Health, Dr. Wood will lead the company’s initiatives to deliver privacy-preserving decentralized clinical trials capabilities as an element of the company’s forthcoming Data Integrity and Learning Networks (DILNs) and their various implementations. VICI is a DILN that is focused on the wellbeing of veterans, and Health Utility Grids (HUGs) are geographically defined, municipally scaled networks that focus on underserved and other specific populations.

DILNs will initially address chronic pain points associated with clinical trials matching, which often fail to recruit requisite numbers of qualified trial subjects in a timely fashion. As a founding member of the Decentralized Trials & Research Alliance (DTRA), Equideum Health has a particular focus on developing tools to enhance and harness the value of decentralized clinical trials.

The new identity emphasizes the company’s strategic focus on advancing health equity and outcomes through Ethereum-powered optimization of data liquidity, integrity, and privacy across enterprise and personal data silos.

As Equideum Health, the company will build on significant recent momentum. Bucci has served as the company’s Technical Director, Patient-Mediated and Institutional Data Exchange since its venture-backed spin-off from larger blockchain concern, ConsenSys, on March 2nd, 2020. In her new CDO role, she will lead the company’s efforts related to data quality, data governance, master data management, information strategy, and data science. In particular, Bucci’s team will oversee the collection, analysis, protection, use, and dissemination of confidential health information processed by ConsenSys Health in its aim to accelerate the industry’s advancement toward the learning health system vision.

Bucci has decades of experience in the healthcare information technology space, including most recently at the United States Department of Health and Human Services (HHS) Office of the National Coordinator for Health Information Technology (ONC), where she served as Branch Chief, Privacy and Security Office of Technology, Standards Division. An early visionary in the blockchain space, while at ONC Bucci was a prime mover behind the 2016 white paper challenge that helped launch this worldwide industry.

Before ONC, Bucci held leadership positions at the United States National Institute of Science and Technology (NIST) and the National Institutes of Health (NIH). At NIST, she was a Program Advisor for the National Strategies for Trusted Identities in Cyberspace (NSTIC) Program Office. While at NIH, her key contributions included serving as Program Lead for the Integration Services Center, an interoperable middleware initiative that provided integration services between financial and grant systems in support of the broader life science research community.  Bucci was also the Program Manager for NIH iTrust, the first fully-federated gateway validation and single sign-on (SSO) service in the United States Federal government. NIH iTrust was an acclaimed Federal service, a winner of the NIH Director’s Award, the InfoWeek Top 20 Federal Innovators Award, and the Kantara Identity Deployment of the Year (IDDY) Award.

The CDO role is an emerging executive leadership role where a key function is to govern the usage of health information. CDOs manage how healthcare provider and payer organizations access data, harmonize data definitions across data models, identify and integrate new data sources, and work to ensure the healthcare delivery system as a whole continuously improves data availability, quality and integrity. 

At the United States Federal level, the importance of the CDO role has been recognized through the creation by statute of the Federal Data Council via the Foundations for Evidence-Based Policymaking Act of 2018. Drawing on her extensive public sector experience, Bucci will play a key role engaging with the Council and its agency members to elevate and clarify long-standing healthcare information issues due for reconsideration in the rapidly advancing decentralized technology paradigm, such as patient privacy assurance, self-sovereign identity, transaction-specific fine-grained consent and delegations of authority, automation of data standardization and normalization, verifying AI training data provenance and AI explainability, federated-first decentralized data architectures, and more.

December 20, 2021, Washington, DC – ConsenSys Health, a company creating decentralized patient-centric healthcare networks, and Linux Foundation Public Health (LFPH), which builds, secures and sustains open source software for public health authorities, have commenced a collaboration focused on the uniquely complex healthcare needs of United States veterans and their families. 

The collaboration includes the creation of an LFPH-hosted Veterans Affairs Steering Committee focusing initially on  current and contemplated open source software components to power VICI. Under the leadership of ConsenSys Health and the non-profit Dixon Center for Military and Veterans Services, the VICI (Veterans Incentivized Coordination and Integration) initiative is convening a consortium of enterprise and public sector stakeholders to focus on the healthcare needs of veterans, their families and caregivers. 

LFPH is the premier home for the development of open source software and digital services that serve the world’s public health technology and infrastructure needs. LFPH works with federal agencies, public health authorities, healthcare organizations, technology vendors, academia, industry associations, and the public to ensure their investments into tech meet common needs and have maximum impact, leading to a sustainable and broad commercial ecosystem around shared software and digital services.

ConsenSys Health’s Elevated Compute™ platform extensively leverages open source software.  Elevated Compute will enable VICI to coordinate across the organizational boundaries of VICI members via blockchain, decentralized artificial intelligence, and confidential computing, aiming to optimize delivery of health services for improved outcomes while ensuring veterans have fine-grained control over their health and health-relevant data. Via its Veterans Affairs Steering Committee, LFPH will provide strategic guidance on aligning open source technologies with the requirements of the public health community in its work to better support the health and wellbeing of veterans and their families.

Global Blockchain Ventures, a specialized venture capital fund, has agreed to become the lead investor for the initiative.

VICI will convene a consortium of enterprise stakeholders to focus on the unique healthcare needs of veterans, their families and caregivers. ConsenSys Health’s Elevated ComputeTM platform will enable coordination across the organizational boundaries of these stakeholders, optimizing delivery of health services for improved outcomes while ensuring veterans have fine-grained control over their health and health-relevant data.

Importantly, VICI will introduce a new mechanism for either remuneration or donation if veterans choose to provide fine-grained consent for use of their data, such as for academic or clinical research. VICI’s provisioning of decentralized federated AI-driven predictive capabilities, as well as privacy-preserving matching for clinical trials, will support veterans’ health and accelerate the potential of creating and delivering innovative precision therapies.

Elevated Compute combines ConsenSys Health’s proprietary and open source technologies, including federated machine learning, blockchain and confidential computing, with software to coordinate verifiable fine-grained consent via the company’s recent acquisition of FHIRBlocks. VICI is the first implementation of Elevated Compute as a Data Integrity and Learning Network (DILN). Additional DILNs are being organized to address the needs of specific patient populations, to advance research and care delivery around specific disease states or conditions, and to serve the needs of specific geographic areas via Health Utility Grids (HUGs).

HUGs are a new class of public utility for communities that incentivize health engagement for every citizen. By enabling fine-grained consent for either remunerated or donated analytical use of data at rest, or data exchange, HUGs aim to make healthcare more accessible, affordable and equitable.

ConsenSys Health is building next-generation technology infrastructure to support a secure, private data locker for each citizen that improves interoperability between local healthcare providers and resources and enables personalization of health services and ultimately, better health outcomes.

“Anyone with a smartphone will be able to collect and curate their health and health-relevant data securely — without that data being merged into a large data lake or data warehouse.
